Faction Rules & Information
Faction & Player Related
Don't hire, fire or promote anyone without roleplay involved, unless the person has broken OOC rules.
Any use of broadcast commands cannot be abused for any reasons.
OOC communication commands in the faction (e.g.: /or, /fl) cannot be used as IC radio or to gather IC information from the OOC chat.
Selling, buying or giving factions is forbidden.
Players in a faction are not allowed to arrest or charge someone for the reason that you are corrupt or something similar.
If someone is in disguise in your faction, do not reveal them. You must suspect them through odd behavior and roleplay.
Hostage situations and the scenes which are related to a person being in danger should be held properly with no unrealistic roleplay, such as lack of concern for the safety of the hostage or others involved.
You can put the player in a temporary lock down (or prison) and it should be no more than 20 minutes. You are not allowed to force someone to leave the faction unless the high command of the same faction does it himself.
Casefiles must have valid evidence listed, if the person being casefiled faces the consequences of it, he has the right to file a lawsuit against it and hold a trial (By the Judicial Department).
You are not allowed to casefile the same person, faction member or a family (or family member) repeatedly, you can casefile them again after 15 days since the casefile was created.
If you are the one to create a casefile, you must roleplay beforehands on equipping the devices you need before going to casefile someone, if you were killed and caught during the casefile process. You are not allowed to continue it but if you already posted some of the information beforehand, an another member of the same faction can take over of the casefile.
If FBI has a casefile against a faction, it has to be reviewed by the Factions Moderator or Directors.
Hitmen use fake badges that can not be viewed as fake or distinguished from a legitimate badge, even by a law enforcement officer.
You are not allowed to start discussing if the person is hitman cause he does not respond on the /or while he might be listed as a member of a faction in /members. (If it's based by IC, then you should deal with it IC but you should not MG him as Hitman).
Players who are reinstating to a faction can be reinstated as maximum rank of rank 1, if it is not a reinstatement and is being invited to the faction by the procedure of the faction, the maximum rank to join is rank 0.
Players who have been recently prisoned or arrested ICly or OOCly have to be denied from the faction.
Faction Hopping and transferring is not allowed (except if its from a faction to FBI), once you leave a faction, you must wait maximum of 3 days in order to apply and join another faction or the same faction again.
Players with 20 crimes and/or 5 arrests can not be hired unless they have received enough recommendations to the faction (high command recommendations is a must).
Players who are reinstating have to apply the same way like others, no special forms.
Players cannot be promoted to an instant rank (e.g. rank 1 to rank 5) unless the faction leader has asked the faction moderators permission to do so with a legitimate reason.
If you joined a faction, you must wait 1 week before getting another promotion (trainings should be done as well if you're in a faction that requires trainings).
You are only allowed to be a faction high command in one faction.
Any abuse of the faction tools is considered as faction tool abuse, use wisely and don't abuse them, use them only for roleplay reasons and for faction's duty purposes.
Rushtazing is only considered when the person is aiming/shooting at you and you decide to taze him while standing in front of him.
If a suspect flees from an LEO then turns around and pulls out a gun, then the LEO can taze them without it being considered a rushtaze.
When the person is shooting, you or your partner may decide to sneak behind the suspect's back and taze him from behind (Make sure you don't do something that would be unrealistic though, such as hostage situation and he has a hostage as meatshield)
Detaining has to be roleplayed before and detaining suspects on vehicles which is unrealistic is not allowed (e.g. Bikes)
Roleplaying before hiring someone into faction is required.
/members is an OOC command but if you want to check the database of current on duty players, you are allowed to use it but you have to roleplay 100% beforehands.
When breaking cuffs, you must be creative on it, a simple /me shoots the cuffs is no longer allowed, you should roleplay it properly before the person should be uncuffed,
Tazing in water is not allowed.
Players are not allowed to own LEO/Faction vehicles, except the Cheetah.
Faction Moderator Related
Each faction is allowed to have one faction moderator.
A moderator has to moderate only the faction that was assigned to, unless another factions is in need of assistance while their own moderators aren't available or directors.Moderators should not be in other factions unless they have approval of other faction members and have a reason to be in it.
Players are not the ones to pick someone as their faction moderator, however they are allowed to request a new one if they have a reason to do so. Moderators will be appointed by the faction directors.
Moderators are not allowed to interfere in IC things unless it is needed (such as faction leader being removed and needs a replacement).
Moderators are allowed to be in the faction they are as maximum rank of 3 and as coordinators but they are not allowed to overrule, decide or order others to do things he shouldn't. The directors are considered as President and Vice President, they do not interfere into Department radio randomly nor factions, they contact the Federal Bureau of Investigations if something needs to be done (from the Executive Office of The White House).
Moderators are not allowed to invite anyone into faction unless the division which recruits members into faction has tested and accepted him (Moderators should ask a link to be sent to them of the application before he invites and this should be done only if the faction doesn't have someone with leaderflag online).
Faction Jurisdictions & Factions Rules
Factions must respect each other and they are not allowed to act in a way that would cause significant harm to another faction. If a faction uses another faction's facilities then they are not allowed to impede the faction that owns the facility or to play around in the facility.
All factions must be mostly independent. Yes, the FBI may have authority over the LSPD during an active crime scene, but the FBI is not allowed to run the LSPD. The FBI and Government are the only factions that can punish members from other factions. The FBI needs a casefile to do this and the Judicial Department needs a trial to do this. No faction can promote/hire/appoint members in a different faction.
If your faction is in a situation where another faction is subordinate to your faction, then you can give orders if you are the fourth rank or above (R4+) or equal/higher ranking than all of the online members of the factions subordinate to your faction. If none of these apply then you cannot give orders, you can only make requests to other factions. For example, even at an active crime scene an FBI Intern cannot give orders to an LSPD Chief. However, the Intern can ask the Chief to do certain things which the Chief can refuse to do.
San Andreas Government
- The SAG has authority to all states and below while it's faction itself is State Agency.
- They are allowed to create, remove and edit laws.
- They have the full authority over LEO factions during Government-held events, such as tax refunds, racers & other events.
- The Government must fund the factions fairly.
- The Government cannot order other factions to fire, hire, promote, demote or to suspend people.
- The Government cannot force other factions to give them the usergroup access, they can ask.
-The Government cannot order an LEO to add charges on someone without showing concrete evidence.
- The Government cannot run crime scenes or training but they can set up an operation for the state agencies and below.
- Firearms are only allowed to be used for defence.
Federal Bureau of Investigation
- The FBI has authority over other LEO factions, as the faction is a Federal Agency.
- The FBI cannot enter the base of the National Guards without informing them.
- The FBI can strike/fire members from other factions with other factions high command members approval (if they have a casefile).
- The FBI can lead other factions on an active crime scene.
- The FBI can request assistance from other factions to help them finish their casefile but they cannot force them.
- The FBI is authorized to take immediate action when they have witnessed a level 4 or 5 violation which has been committed by another faction if there is no High Command available in the faction (You should take all the evidence you can at the time^).
Los Santos Police Department
- The LSPD has authority over all civilians in the city of Los Santos while as they're a Municipal Agency.
- The LSPD has to receive SANG's permission in order to enter their base.
- The LSPD are allowed to exit the area of Los Santos in order to prevent crime.
- The LSPD is subordinate to the FBI when it comes to an active crime scene
San Andreas Fire and Medical Department
- FMD is a State Agency.
- FMD has jurisdiction everywhere but SANG's base where they require SANG's permission.
- FMD has authority only in medical situations.
- FMD has full authority over security of their events and LEO factions must provide security for these events if they're available.
San Andreas National Guards
- SANG has jurisdiction over the following areas: South of the Ocean, east of the Dam, north of the Interstate (Major Highway) and west of the Las Venturas Airport and it is a Military Agency.
- SANG is allowed to participate scenes which require their assistance if they're requested (bank robberies, tax refunds/major LEO raids etc) but the base has to have enough soldiers to stay and guard DeMorgan.
- SANG has to allow other LEO's in their base escort their suspect into the cells once they have informed their arrival it via Department radio.
- SANG must grant SAFMD access to the Fort to treat patients in their territory, but SAFMD must notify them over department radio before-hand and SAFMD must leave immediately afterwards.
- SANG has the authority over everyone but the FBI in their jurisdiction
- SANG must also allow the Governor or Lt. Governor to inspect their prisons as long as the Government visitors notify SANG over department radio, if they can prove their identities, and accept a frisk.
- SANG cannot be involved in firing a member from another faction and it cannot fight against a corrupt non-SANG member in a situation. SANG cannot be involved in situations unless they're requested, and have to take orders from the jurisdiction's faction.
- Outside of these situations, factions must ask SANG to enter their jurisdiction.
- SANG cannot be forced with helping LEO's in situations, but can be requested if they have the appropriate members.
San Andreas News
- San Andreas News has jurisdiction throughout San Andreas as they are a private faction
- SANews does not have authority to intervene with outside matters of their faction.
- SANews members are allowed to use their firearms only for self-protection, and are subjected to the firearms that are in their locker.
Taxi Compa

- The Taxi Company has jurisdiction throughout San Andreas as they are a private faction
- The Taxi Company does not have authority to intervene with outside matters of their faction.
- The Taxi Company's members are allowed to use their firearms only for self-protection, and are subjected to the firearms that are in their locker.

[ X ] - Messing around at reassignment.
[ X ] - Using cross Department communications as a Officer or below without permission.
[ X ] - Going off assigned duties.
[ X ] - Taking the cruiser of another Officer/LEO without asking them beforehand.
[ X ] - Phones on during reassignments.
[ X ] - Not being connected to the dispatch.
[ X ] - Parking your vehicle improperly in the Garage
[ X ] - Loitering, example in front of the offices (LSPD private area). (( If you're not blocking the walkway/RPing behind the computer/on the forums, it's not punishable. Tabbing in the middle of the room for a long period of time is not allowed. ))
[ X ] - Not paying attention during a 10-1.
These lighter offenses are all punished via close observation/assigned desk duty. 3 of these strikes form a level 2 strike.

[ XX ] - Lack of professionalism. (Whining/Immaturity/Messing Around)
[ XX ] - Tazing/Detaining someone without giving them prior warning of stopping.
[ XX ] - Disrespect towards fellow L.E.O. members.
[ XX ] - Insubordination.
[ XX ] - Clearing the warrants/tickets of a suspect without prior notice nor permission.
[ XX ] - Freeing suspects from the cells without prior notice nor permission.
[ XX ] - Allowing unauthorized visitors in the garage.
[ XX ] - Taking a civilian vehicle without giving them a reason beforehand.
[ XX ] - Constantly asking for ranks.
[ XX ] - Being intoxicated on duty. (Drinking)
[ XX ] - Recklessness ( Carelessness )
[ XX ] - FCC Violations
[ XX ] - Use of unauthorized weapons (Cadets - M4 - SWAT Officers - Grenades/Smoke/Spas/Sniper)
[ XX ] - Wearing the incorrect uniform while on duty.
[ XX ] - Patrolling out of the jurisdiction (City of Los Santos).
Level 2 strikes are punished as follows: a single level 2 strike will result in a 1-day suspension from the Faction. Two level 2 strikes will result in a 3 day suspension. Three level 2 strikes will form a level 3 strike.

Level 3 Strikes

[ XXX ] - Using any kind of unnecessary force on a suspect while Tazed/Cuffed.
[ XXX ] - Abuse of powers.
[ XXX ] - Sexual harassment towards another LEO / Civilian.
[ XXX ] - Cheating on an academy or division test.
[ XXX ] - Lying to a high command to avoid punishment.
[ XXX ] - Racism of any form
[ XXX ] - Revealing an IA Agent's name.
Level 3 strikes are punished as follows: one level 3 strike will result in a week (7 days) suspension. Two level 3 strikes will result in a 7 day suspension, plus being demoted to your previous rank. Three level 3 strikes will form a level 4 strike.

Level 4 Strikes

[ XXXX ] - Conspiracy to commit acts of terrorism.
Level 4 strikes are relevant to some of the higher offenses/crimes committed by an officer. Committing any of these offenses will result in instant termination from the department, no exceptions. You will also face a possible prison sentence. Reaching three level 4 strikes will from a level 5 strike.

Level 5 strikes are relevant to high-profile crimes. These strikes will result in termination, a ban from applying for the department in the future, and a guaranteed prison sentence/sentence to the high security prison.
